ENVIRONMENTAL POLICY COOPERATION AS A ‘LEARNING PROCESS’: THE ADOPTION OR REJECTION OF PREVIOUS SOLUTIONS AND THE IMPORTANCE OF SYNERGIES

Where and how to intervene? One of the fundamental questions regarding environmentally damaging human activities was and remains whether to limit/modify/quit them or instead to moderate or tolerate their immediate harmful consequences. (For example, the latter would mean somehow enduring the worsening air quality caused by increasing pollution or coping with water scarcity due to a depleting aquifer in an area as a consequence of its overuse.) The preparation for such adverse changes may mean an increase in adaptive capacities (adaptability) and resilience – in light of the former’s further strengthening or potential future unfavorable environmental conditions – and/or actual adaptation to changes that are already unavoidable or underway. In addition, attention should be paid to the nexus between various agreements (as well as the relationships between different policy programs) because measures taken in relation to one environmental matter may assist in or hinder the resolution of another. For this reason, it is essential to ensure the coherence of interventions aimed at different but interlinked problems [UNU, 1999].3

Our common planetary home is affected by hazardous environmental processes stemming from human activities. These have gradually reached a global scale during the past century, especially concerning the environmental releases of toxic heavy metals, hazardous chemicals, and waste, the emissions of ozone-depleting substances, and greenhouse gases. All these are directly or indirectly related to the accelerated utilization of a multitude of natural resources and in the broadest sense, to unsustainable production and consumption patterns. These significantly influence the living conditions of present and future generations. The chapters of this book present the emergence, globalization, and escalation of the above-mentioned environmental processes, the history of the recognition of their unintended harmful impacts, the development of the associated international scientific and political cooperation.

The author of this book has been working on this topic for decades, including through his involvement in the work of several international organizations. He has a detailed understanding not only of the natural laws governing planetary environmental processes (that fundamentally determine the life of human societies) but also of the highly complex regulatory affairs concerning human activities that significantly affect the state of the natural environment. Four human-induced environmental problems are explored in this book – their historical antecedents and current situation – which have become particularly critical on a global scale. I recommend this thought-provoking and readable book to those who are interested in the most important environmental problems of our time and the process of their international management.
