Today, China and Russia occupy a prominent place in contemporary politics as well. To understand both the Sino-Russian relationship and the two states’ relations with the Western world requires the exploration of the local self-government characteristics of the two powers. Both countries are often mentioned as examples of deviations from Western solutions. This sub-chapter draws attention to the differences in cultures and ways of thinking.

The COVID-19 pandemic has affected societies in different ways. The People’s Republic of China (abbr. PRC) as the country where the epidemic originated, was obviously not in an easy situation, but due to its social characteristics and the specific relationship between the state and its citizens, it suffered fewer losses (503,302 cases and 5,272 deaths as of March 19, 2023, as well as 118,977 active patients; it ranked 91st out of 231 entities surveyed by Worldometer). Regarding the subsequent invasion of Ukraine, the PRC somewhat reluctantly sided with Russia’s interests, while also proposing a 12-point peace plan. The losses caused by the pandemic in the Russian Federation (abbr. RF) were significant (22,493,866 cases and 396,801 deaths, as well as 255,300 active patients, of which 13,009 were new patients; it ranked 10th out of 231 entities surveyed by Worldometer).1 The so-called “special military operation” (Rus. Специальная военная операция Poccuu на Украине; Specialnaja voennaja operatsiya Rossii na Ukraine)2 launched against Ukraine on February 24, 2022, further worsened the already dire situation. Therefore, it is significant to examine the responsiveness of the law (resilience, sustainability issues) in both countries. In systems based on a separation of powers, in addition to the classic ‘triad of powers’ (legislative, executive, judicial), the following are also considered by many people as separate branches of power: the president of the republic, the public administration, the municipal power, the parties, the press, the parliamentary commissioner for civil rights (ombudsman), and public interest pressure bodies. In this context, attention should be drawn to the independence of the municipal power, which is less typical in Chinese and Russian legal thinking, but this issue was addressed in the views of German constitutional lawyers of the late 19th century and the prominent Hungarian scholar of constitutional theory (Ger. Verfassungslehre) and the Study of the Public Administration (Ger. Verwaltungslehre), Győző (Victor) Concha (1846-1933).3

As a countermeasure to the events in Ukraine, the European Union (not for the first time) introduced sanctions against the Russian Federation, including the removal of the Russian-language television ‘RTR Planeta’ from the packages of Hungarian Telekom and Vodafone. Poland, Hungary, Romania, and other countries neighbouring or close to Ukraine have accepted numerous Ukrainian refugees and families.
