8.5.2.2. The Russian local governments and the Russian-Ukrainian armed conflict

According to data from June 16, 2022, more than 7,500,000 people fled the territory of Ukraine, both Ukrainians and Russians. 3,950,000 people went to Poland; 1,190,000 people to Russia; 765,000 people to Hungary; 645,000 people to Romania; 500,000 people to Slovakia, 500,000 people to Moldova; 16,500 people to Belarus. That is, nearly 19% of refugees left for the Russian Federation. Providing for refugees requires physical space (permanent and temporary accommodation: residences, refugee camps, tent camps). It is also necessary to provide mobile toilets and showers. The issue of food aid should be mentioned, since refugees usually have little financial support, many can only take a few thousand rubles with them. (Today, 10,000 rubles is worth 170 USD). Here, the role of the state and local governments can be divided, with the state’s role clearly being stronger. Providing jobs for adults and providing services for children of compulsory school age or those requiring kindergarten education and upbringing or nursery supervision are tasks for local governments and state-run educational institutions. Physical relocation and ensuring transportation also need to be organised. A similar problem is healthcare for adult, elderly and child refugees. Epidemiological risks must also be taken into account.1 The dimensions of the connection between local government and sustainability can also be seen in the field of environmental protection. The requirement of resilience also exists in the field of local government and sustainability.2 The implementation of these can also be an example for the Chinese and Russian local governments, too.
