9.5. Lessons of the research

Our research was carried out only partly as originally planned, owing to changes of circumstances. In February 2020 when the research began, the situation was somewhat different from what it is now. Even with a reduced implementation, the research resulted in a more voluminous publication than originally planned. Due to numerous administrative burdens and other difficulties not detailed here, our research was implemented between July 2023 and July 2025. Our objectives thus proved to be much more ambitious and generous than we had originally thought. For all these reasons, some general chapters (for instance, the general comparative administrative law ‘tableau’) were not completed because these issues are dealt with in both the foundational and administrative-environmental chapters. However, topics that we did manage to elaborate include: the EU legal framework for sustainability; an outlook on examples from the Japanese Empire, the People’s Republic of China, the Russian Federation, and possibly from other states; Environmental protection as an idea and an administrative tool; air protection/air quality; noise pollution control; fishing rights, hunting rights; climate protection, renewable energy, health protection, industrial and mining law and mining administration). The topic of environmental constitution(alism), constitutional environment alone resulted in a chapter the size of a small monograph, divided into three parts. Based on all this, the following chapters and sub-chapters were created.

The chapter on Methodological approach to the concept of sustainability and law (László Vértesy) is a broad general scientific methodological presentation. At the same time, the methods outlined therein – legal analysis, the doctrinal or dogmatic method, legal comparison, empirical legal research, and critical legal theory – can be used not only in the current, but future research as well.

At the same time, in the case of local governments, the analysis goes beyond the usual, characteristic European models and deals with less studied states with large territories and populations in the context of the economic (?)crisis, the COVID pandemic, and the armed conflict between Russia and Ukraine

The authors of the volume are legal scholars of administrative law, who are now dealing with issues of sustainability and law to a greater or lesser extent. Over the past half decade, a period that has been challenging for many, we have been guided by high aspirations, and we look towards a better future with hope.
