In the Chinese context, the analysis is based on the new text of the Act on Local People’s Congresses and Local People’s Governments of the People’s Republic of China (2015), amended on March 11, 2022, which can be interpreted mainly in the light of the currently effective 1982 Constitution,1 as well as the decisions of the 20th Congress of the CPC (October 16-22, 2022, Beijing), and some of the writings on the subject by Xi Jinping (1953-). In future research, it will be necessary to examine the policy of Reform and Opening up since 1978-1979 from the perspective of local governments. Obviously, local governments are more affected by the pandemic and the ‘post-COVID syndrome’ in the current global situation, and less affected by the economic problems caused by the war. (In this sub-chapter, the term post-COVID means the cessation of the mass nature of the disease caused by the COVID pandemic).
