Although the People’s Republic of China borders the Russian Federation and is home to Sinicised (Chinese-speaking, Caucasian) Russians, the PRC is not part of the conflict, so Chinese local governments are not directly involved and are not victims of the war. It is conceivable that there are businesses operating in the territory of local governments that distribute various crops and products to Russian territory, and this may eventually be reflected in local taxes. In a 2012 speech, Xi Jinping highlighted local governments as a “community-level self-government system.” Chinese cities may provide assistance to Russian or Ukrainian twin towns and sister cities.1
