Act LVII of 2015 on Energy Efficiency emphasises the importance of sustainable development and energy awareness education, as well as encouraging the use of renewable energy sources (Sec. 6 and 21).1 Act XL of 2008 on Natural Gas Supply aims to enforce the principles of energy efficiency and least cost in the interests of sustainable development, and to regulate the sustainable operation of the capacities of the natural gas system; the Hungarian Energy and Public Utilities Regulatory Office monitors the operation of natural gas markets to ensure effective and sustainable competition.2 Government Decree 157/2005 (VIII. 15.) on district heating services stipulates that the sustainability of district heating production must be demonstrated by presenting business plans, which reflect long-term thinking regarding district heating production.3 Act LXXXVI of 2007 on Act on electricity also seeks to enforce the principles of energy efficiency in the interest of sustainable development, together with sustainable competition and infrastructure (Sec. 1, 106, 114). Act LXVIII of 2016 on excise duty mentions the role of sustainability certificates in the production of biofuels (Sec. 3. 5, 13.).4 During the design, potential factors affecting nuclear safety during the planned lifetime of the nuclear facility and all related aspects specified in the Nuclear Safety Regulations shall be assessed in order to ensure the continuous sustainability of nuclear safety (OAH Decree No. 1/2022 (IV. 29.).5

Act LXXVI of 2014 on scientific research, development and innovation (R+D+I) aims to create the necessary legislative and financing frameworks to promote a knowledge-based society and sustainable economic development.6 The National Media and Communications Authority, promote cost-efficiency and sustainable competition, and to enforce end-user benefits – if the media market analysis finds that the lack of effective competition may result in the relevant service provider applying unreasonably high fees or margin squeeze (Act C of 2003, Sec. 108).7

Act CLXXXV of 2012 on Waste proposes a life-cycle approach in waste management and aims to promote sustainable production and consumption models (Sec 2 and 11). It also addresses the reduction of food waste in line with the UN Sustainable Development Goals.8 The waste management public service must be provided, planned and developed - taking into account sustainable operating costs according to the solvency of the population using it - in such a way that the performance of tasks falling within the scope of the waste management public service sub-activity necessitates the least possible increase in the waste management public service fee.

Act C of 2023 on Hungarian Architecture encourages quality and sustainable architecture (for design, construction and use) and the utilisation of high-quality materials.9 The sustainable use of architectural heritage – which includes damage prevention and damage reduction activities – means not exceeding the professionally justified extent and not causing the deterioration of heritage elements, thus ensuring their survival for present and future generations. This approach also applies to monuments. Furthermore, according to the law, the aim of settlement development and planning is to create a settlement structure serving sustainable development and a good quality environment in order to improve the quality of life of the population and the competitiveness of the settlement. The legislator also provides for the enforcement of separate sustainability aspects (e.g. the use of energy and natural resources) in relation to the licensing of certain commercial buildings. Rust belt action area is an area designated in a government decree, equipped with or capable of being sustainably equipped with transport, public utility and institutional infrastructure, suitable for the development of residential and other uses, typically including brownfield areas, regardless of whether the brownfield areas have been demarcated (Act LXXVIII of 1997, 45. N.B. repealed by Act C of 2023 Sec. 252 in 2024 ).10
