Legal and Broader Impacts of the War in Ukraine on Hungary and Poland

The government’s decision to extend temporary protection of Ukrainian asylum seekers residing in Hungary is a significant development with far-reaching implications for the individuals concerned. The extension allows them to continue residing legally in Hungary, engage in gainful employment, procure residential accommodation, attend educational institutions, and access health care services. These measures are designed to facilitate successful integration, recognising that social inclusion is key to this process, along with all the measures developed to achieve it (Guild, 2006, p. 40). Although Ukrainian refugees are granted several rights considered crucial for integration, there are also examples of a ‘waiting dilemma’. This is characterised by individuals maintaining a close connection to their home nation and expressing a desire to return once conditions are safe. Such a situation can complicate the process of acclimatisation to the host nation, as it undermines motivation to engage in activities such as language acquisition, formal training or educational programmes, and the integration of children into the host country’s education system (European Commission & Asscher, 2023, p. 11). In the following section, an overview of the aforementioned benefits and assistance measures that can facilitate integration will be provided.
