Legal and Broader Impacts of the War in Ukraine on Hungary and Poland


Introduction

The discussion on the legal status of persons fleeing from Ukraine must take into account three aspects. First, how the legal situation of Ukrainians was regulated before the outbreak of the full-scale war on 24 February 2022; second, the introduction of special solutions in connection with the mass influx of refugees to Ukraine’s neighbouring countries (as well as others) after the outbreak of war; and third, the changing approach of the national authorities to the long-term regulation of the legal situation of these persons. It should also be taken into account that the period of almost three years since the outbreak of full-scale war has meant that some of the national solutions have had to be changed and transformed due to their unintentional inadequacy, but above all also due to the need to provide those seeking refuge with as strong a sense of stability as possible. The aim of this article is to present the above-mentioned problems on the basis of the solutions introduced in Poland, the country on whose territory the largest number of people seeking help found themselves in the early stages of the war, and which over time has become the place where the second largest group of people that fled Ukraine (after Germany) lives and is cared for.
