Legal and Broader Impacts of the War in Ukraine on Hungary and Poland


Ukrainian–Hungarian nationality issues

Hungary provides preferential nationality to Hungarians living outside the borders. This may pose challenges until Ukraine does not acknowledge dual nationality. Consequently, applicants for Hungarian nationality may face the revocation of their Ukrainian nationality. Hungarian naturalisation practice has significantly changed in the wake of the amendment of Act No. LV of 1993 on Hungarian Citizenship, which means that Hungarians living outside the borders have been entitled to preferential naturalisation since 2011. The main purpose of this amendment was to enable Hungarians and their descendants living in territories detached during the 20th century to acquire Hungarian citizenship,1 which also affects Hungarians in Carpathian territories in Ukraine.
