Legal and Broader Impacts of the War in Ukraine on Hungary and Poland


Introduction

In the triangle of freedom of movement, security and border management, the negative aspect of surveillance is that it makes it easier to restrict freedom of movement. Conversely, the positive aspect is that technology can generate innovation. In this context, technology has the potential to reduce costs and to build more efficient systems for the management of migration crises (Chui et al., 2018). Nevertheless, the employment of algorithms has the potential to facilitate more precise predictions of future migration crises, for instance in Africa (Nyoni, 2017). This could assist policymakers in implementing suitable measures pertaining to the movement of migrants. In the context of the European Union, the Commission’s Communication outlining the EU’s strategy for the Security Union 2021–2025 also addresses the area of migration, stating that the modern and efficient management of external borders has the dual benefit of maintaining the integrity of the Schengen area and providing security for its citizens. The strategy also points out that traveller information has contributed to improving border control, reducing irregular migration and identifying those who pose a security risk (European Commission, 2020). The objective of the present study is to analyse which tools might be applied for the purpose of monitoring the movement of people from Ukraine, and what kind of EU standards should be complied with in this regard.
