Interoperable databases

It is also worth mentioning that automated decisions are linked to increasingly complex, interoperable systems (including asylum, migration or visa databases) and the biometric identification of individuals (Bither & Ziebarth, 2020, p. 16). The European Union developed several information systems for controlling borders and managing migration. At the same time, these operated independently, they did not form a huge database, but due to their parallel existence, it was only a matter of time before they were connected to create a data network. In 2019, the Presidency of the Council and the Parliament reached a preliminary agreement on two draft regulations (Council of the European Union, 2019), the purpose of which was to create an interoperability framework between the internal and judicial information systems. As a result of this agreement, two new regulations—Regulation (EU) 2019/817 (European Parliament and Council, 2019b) and (EU) 2019/818 (European Parliament and Council, 2019c)—were enacted on external border control, security, border and migration management, visa management and asylum in order to improve and support the fight against illegal immigration.
