Legal and Broader Impacts of the War in Ukraine on Hungary and Poland


Introduction1

Russia’s invasion of Ukraine in February 2022 marked a transformative moment for the European Union’s gas landscape, precipitating a sharp reduction in gas consumption and an even more pronounced decline in reliance on Russian supplies (Weiner et al., 2024). The 2022/2023 gas year2 unfolded amidst extraordinary turbulence—characterised by soaring gas prices and the abrupt curtailment of Russian supplies—rooted in developments that had begun as early as 2021. In that year, European wholesale gas prices rose sharply, driven primarily by Asia’s post-Covid recovery in gas demand, declining European gas production, and the strategic decision of Russian gas monopoly, Gazprom to restrict supplies, including failing to fill its EU-based storage facilities and limiting deliveries to the contractual minimum for European customers (Takácsné Tóth et al., 2021). By the end of 2021, gas prices had surged to over EUR 100/MWh, a striking contrast to the preceding two years. During the first wave of the Covid pandemic in the spring and summer of 2020, prices had plummeted to extreme lows of around EUR 4/MWh, compared to the typical range of EUR 15–30/MWh observed between the late 2000s and 2018 (EEX, 2024).
