Legal and Broader Impacts of the War in Ukraine on Hungary and Poland


Introduction

The European Union has recently been confronted with a series of crises, with the Russian invasion of Ukraine, violating an extensive array of international legal norms (Lamm, 2023, p. 570), being a recent illustration of this pattern. The refugee crisis of 2015 and its subsequent years-long aftermath was followed by the health crisis caused by the Coronavirus (SARS-CoV-2) pandemic. The effects of the virus were also felt for years, and the EU had barely recovered when war broke out in its immediate neighbourhood, triggering a refugee crisis on a massive scale. In response, the European Union used a crisis management tool that had not been utilised during the 2015 refugee crisis: the provision of temporary protection, which includes the granting of residence permits to refugees fleeing Ukraine.
