Legal and Broader Impacts of the War in Ukraine on Hungary and Poland

Politics or psychology

Lee J. Cronbach correctly identified two disciplines in social psychology: politics and psychology, which determine threat perception. We can explain personal behavior by relying on external factors, such as our perceptions of the environment, or internally, through the concept of personality (Cronbach, 1957). All analyses of social measurement and public opinion polling have to face this dilemma: what do we measure exactly? Do political and sociological mechanisms influence the results, or are they a product of human psychology? If both are present, how do these factors interact, and what are the modalities involved? These interpretative questions are all the more relevant when we study fear, one of the most instinctive human feelings. Material explanations and rational choices fall far short of understanding this mental domain. In the latter case, elites may consider all individuals as selfish beings, appealing to their eagerness and addressing them appropriately. In the case of fear, rational political action is only possible when the image of threat is ready and accepted by the mass public. Once a uniform understanding of the threat is established, elites can offer remedies and responses to those challenges. However, constructing a notion of a threat and interpreting it in a socially acceptable manner, particularly in a dynamic and unpredictable environment, remains more than a puzzle for many.

This volume examines the multifaceted consequences of Russia’s 2022 invasion of Ukraine, with a focus on Hungary and Poland. It offers an interdisciplinary exploration of legal, social, and political responses to the war, highlighting the refugee crisis, resource challenges, and security implications. Divided into two parts, the book first addresses the unprecedented displacement caused by the war, analysing refugee protection frameworks, humanitarian assistance, and legal solutions in Hungary and Poland, alongside the specific needs of vulnerable groups. The second part expands the scope to consider broader impacts, including technological and cultural dimensions, energy security, and public discourse in the region. By bringing together contributions from Polish and Hungarian scholars, this volume provides a comprehensive and nuanced perspective on the far-reaching effects of the war, offering critical insights into the legal and socio-political transformations shaping Central and Eastern Europe.
